April 03 4.03 NO. NineQ: The costs of medical health care are increasing all the time. Governments are finding it difficult to balance the health care budget. Should citizens be totally responsible for their own health costs and take out private health insurance, or is it better to have a comprehensive health care system which provides free health services for all? Discuss. A: It has been a debated issue that the government is spending so much in public medical health care. Meanwhile, governments’ holding or not holding this responsibility to establish a comprehensive health care system is what we concerned by the public. I am taking the opinion that both government and citizens are responsible for their health and medical care costs. As a matter of fact, health cost has become a very disburse point of government and citizens. Government need to distribute a great deal of budget for public medical services and infrastructure. Big major hospitals and community clinics are being set up by the appropriation bills which are allocated by the government. And the country has been spending too much on it if it provides free health services besides the noted services. As to this matter, citizens should take out private health insurance in some certain extent together with government’s farewell policies and that will make the health care costs look capable to the poor and helpless men. Despite the appropriation from the government, citizens, on the other hand, should take some responsible for their own better health care. Poor and helpless men’s basic farewell is the major point of the health care policy. Wealthy people are having no stress or pressure in medical cost while paupers are facing the crucial problem with it. If the wealthy people can pay a sustainable fee for their medical care which doesn’t mean anything to them, government can put the budget in somewhere else to make life more comfortable and convenient, and that’s what we are anticipating. In brief, I am standing to the opinion that both government and citizens carry a appropriate percent of the health cost, and, of course, the government should spend the money which be saved from citizens on the public health infrastructure. That is the way to keep the balance of government and citizens.
